Technological Innovations for Urban Flood Control in Africa

Abstract
Flooding remains one of the most pressing urban challenges in African cities, exacerbated by rapid urbanisation, poor drainage systems, climate change, and inadequate planning. Cities such as Lagos, Accra, Nairobi, and Dar es Salaam experience recurrent floods that disrupt economic activities, damage infrastructure, threaten public health, and displace vulnerable populations. Traditional flood management strategies—such as drainage channels and embankments—have proven insufficient in addressing the scale and frequency of modern flood risks. In this context, technological innovations are emerging as vital tools for effective flood control and integrated water resource management. This study examines the role of technological innovations in mitigating urban flood risks and promoting sustainable water resource management in African cities. Using a qualitative and exploratory approach, the research synthesises literature, case studies, and policy reviews to analyse the application of technologies such as Geographic Information Systems (GIS), remote sensing, predictive modelling, early warning systems, smart drainage infrastructure, and IoT-enabled monitoring tools. It further investigates how technological solutions can be integrated into urban governance frameworks to improve resilience. Findings highlight both opportunities and challenges: while technologies offer precision, efficiency, and predictive capabilities, barriers such as high implementation costs, weak institutional capacity, and lack of data integration limit their effectiveness. The study concludes by recommending strategies for strengthening partnerships between governments, private sector actors, and communities to scale up technological solutions for flood control and water management.
